    if_tap: Restore SIOCGIFFLAGS, SIOC[GS]IFADDR ioctls for tapioctl()
    
    These ioctls allow basic control of the network interface via the device
    file (/dev/tapX).  For example, our vke(4) device currently uses the
    'SIOCGIFADDR' ioctl.
