    if_clone: Fix if_clone_event invocation
    
    As the parameter passed to the "if_clone_event" handler indicates, this
    event should be triggered when a new interface cloner is *attached*,
    rather than when a clone interface is created.  (Based on FreeBSD)
    
    Update the eventhandler.9 man page accordingly.
