    kernel - Adjust emergency pager
    
    * Adjust the emergency pager to always try to move some pages from the
      active queue to the inactive queue, just in case the inactive queue
      has plenty of pages (and is thus does not trigger the active scan),
      but none of those pages are anonymous.
    
    * Should fix a rare low-memory deadlock situation.
