    vkernel - change hz default, optimize systimer
    
    * Change the hz default to 50
    
    * Refactor the vkernel's systimer code to reduce unnecessary signaling.
    
    * Cleanup kern_clock.c a bit, including renaming HZ to HZ_DEFAULT to avoid
      confusion.
