    ip: Set ip_porthash_trycount based on the # of netisrs.
    
    This helps on the machine w/ relative large # of netisrs.  It cuts
    > 40% IPIs (160K/s -> 93K/s), and increases the connect rate a bit
    (602K/s -> 618K/s).
