    powerd: Support Intel Performance and Energy Bias Hint
    
    According to <<Intel Software Developer's Manual>>
    "... guide the hardware heuristic of power management features to favor
     increasing dynamic performance or conserve energy consumption."
    
    hint 0  - Max performance.
    hint 15 - Max energy saving.
