git: Create 3 new locales by softlink

    Create 3 new locales by softlink
    
    This creates aliases to en_US.ISO8859-1, en_US.ISO8859-15 and
    ja_JP.eucJP.  These locales are valid on linux and significantly
    tested by gcc's libstdc++.
    
    While here, correct an obsolete comment.
