    arcmsr: Make callout locking more robust
    
    * The callout subsystem can deadlock if a callout function is holding
      a lock at the same time callout_stop() is called
    
    * Use the new callout_init_lk() function from DragonFly 4.1
      to prevent this situation from occuring
