    kernel/lwkt_serialize: Take serializer bookkeeping out of INVARIANTS.
    
    IS_SERIALIZED() is no longer only used in [K]KASSERT(), which disrupts
    compiling without INVARIANTS rather regularly.
    
    This commit makes the needed bits available without INVARIANTS too.
