    kernel/x86_64: Add SDBG to Features2.
    
    From Intel 64 and IA-32 Architectures Software Developer's Manuals:
    
    "A value of 1 indicates the processor supports IA32_DEBUG_INTERFACE MSR
     for silicon debug."
    
    Found in the Xeon E3-1226 v3.
