    devfs - Fix panic on extra devfs mounts when rules are present
    
    * Fix issue where the rules-check was being made on the root mount
      node itself.
    
    * devfs would panic on extra devfs mounts (such as in jails) when
      /etc/defaults/devfs.conf contains any rules.
