    pf - assign hash even if no queue is specified
    
    * If no queue is specified ALTQ will use the default-flagged queue.
      We must still generate a hash for this case, otherwise FAIRQ won't
      be able to distinguish connection state.
    
    * Fixes fairq latency issues with PF rule sets which do not specify a
      queue in all PASS rules.
