    kernel - Add reapctl() system call for managing sub-processes (3) -> procctl()
    
    * After discussions, rename reapctl() -> procctl() and adjust
      the API to be compatible with FreeBSD.
    
    * bapt will implement the same exact feature in FreeBSD via procctl().
