    kernel - Change add_buffer_randomness() a little
    
    * Move the securelevel and seedenable stuff to the /dev/random code,
      remove it from add_buffer_randomness().
    
    * Adjust GENERIC and X86_64_GENERIC to include the chip RNGs by default.
