    route: Remove per-cpu routing threads; use netisr instead
    
    There are several problems w/ per-cpu route thread:
    - Busy netisr could potentially delay routing changes
    - Blocking R_Malloc() could leave rtentry in inconsistent state
      between netisr and routing threads.
