    vkernel - Add machdep.wall_cmos_clock sysctl.
    
    Programs that rely on this sysctl won't exit due its absence
    and they will consider CMOS doesn't keep the local time.
    Note the sysctl is read-only so programs like adjkerntz(8)
    won't be able to change it.
