    kernel - Fix an inefficiency in wait*()
    
    * The exit code was not taking into account the fact that a parent
      process might race an exiting child, causing a tsleep(... "lwpzomb", hz)
      to delay an entire second.
    
      Issue the proper wakeup in all cases where p->p_nthreads drops to 1 or 0.
    
    * Improves buildworld performance a little.
