    x86_64/icu: Add intr_{enable,disable} wrapper for ICU_INTR{EN,DIS}
    
    - Add more assertion in icu_abi_intr_{enable,disable}()
    - Augment icu_abi_intr_{setup,teardown}() w/ assertions
