What about adding a dummy target for ${FILES} in Makefile.etc,
so as the implicit rule won't be kicked in:
${FILES}:
	@true
Part of the problem is that we might really want to regenerate :-(
I concur with yonetani.  i'd like to commit

moduli:
	@true
moduli.c doesn't seem to be directly related to /etc/moduli.
