It is line editing!  Of course it is only for interactive shells.

If it is within /etc/profile, it is not only for interactive shells.
but "line editing mode" is just for interactive shells.  That's what 
line editing is about.  Plus /etc/profile only gets sourced for login 
shells anyways.
