  Log:
  ICU/APIC cleanup part 4/many.
  
  INTRDIS/INTREN only always take a single bit.  Change the argument
  from a mask to a bit number to improve flexibility.  Relabel the
  ICU IRQ's (IRQ0, IRQ1, ...) to ICU_IRQ* while we are at it.
