I agree that it is a bit of an overkill. I will look into ways to handle it
better. I just wanted everything in place and working before I started to change
stuff.
Please do not remove the sctp_peeloff(2) system call or atleast provide a 
library wrapper for it if you are going to make it an ioctl.  That call 
name has been maintained by all operating systems that support the SCTP 
stack, i.e. AIX, Linux, Solaris, etc.
