Got it.  If I delete vers.c from the kernel build directory in /usr/obj
before building the kernel then the counter increments as it should.
Seems to me that the kernel Makefile should routinely delete vers.c
before doing anything else.  That way, vers.c and vers.o get rebuilt
with every quickkernel -- isn't this the desired behavior?
