I should have added: Discussed-with: Hiten Pandya.  He said he wasn't
going to get to it anytime soon, so I could go change back to absolute
paths.  Having links in subfolders work is needed for the mailing list
archives, of which I'm doing a final run tonight.  

It's about the same amount of work to go from relative links to using a
enviroment variable, as it is to go from absolute -> env var, so it's a
wash.
