    I think the problem is due to the fact that I changed the comment
    during the commit.  e.g. the comments for the two files are slightly
    different.   Everything is correct in the script *expect* that cvsweb
    got confused and only produced the URL for one of the committed
    sections.

    If the comment is not changed in a commit sequence I believe things
    all work as expected.  I think the fix may simply be a matter of 
    moving where cvsweb is called in the perl code.  If somebody can solve
    that quickly that would be great, otherwise I will have a go at it later
    tonight.
