DisplayPort audio can remain silent after a monitor sleeps, is turned off,
and reconnects. DragonFly does not notify applications such as Xorg about
the connection change, so they can retain outdated display and audio state.

Send a notification when the display connection changes so applications
can refresh that state. This uses the notification already provided by
FreeBSD drm-kmod.
