Bug #2475: /dev/puffs is missing

----------------------------------------
I decided to experiment with PUFFS and reFUSE

Added kernel option PUFFS and pseudo-device putter as per puffs(3), recompiled kernel. Now I have a /dev/putter device but no /dev/puffs which the manual page says should exist in /dev

Then upon trying to mount an NTFS partition using ntfs-3g /dev/da2s2 /mnt/windows I get a number of errors saying Operation Not Permitted.

This is on current master.
