b2a6ad87f Kernel - Fix numerous procfs/ptrace issues
in 2012 seems to have broke truss.

procfs ioctl(PIOCWAIT) returns EINVAL when called via truss.

+           if (procp->p_stops == 0) {
+               error = EINVAL;
+               goto done;
+           }

[root@]~# truss true; echo $?
truss: PIOCWAIT: Invalid argument
