Does sendmail_enable="NONE" work?

Even with sendmail="NO" and sendmail_enable="NO" in rc.conf, startup
will hang trying to start various things in sendmail during start, if
starting on a machine with no network configured other than the
loopback interface.
(Maybe it times out? I haven't waited that long.)
The fix for now is to add
sendmail_submit="NO"
sendmail_msp_queue_enable="NO"
to rc.conf.
