[issue1905] regular hangs, dumpsys doesn't work

:Some recent change (between November 6th and today) broke a lot of things on
:this machine. It regularly hangs when doing for example a quickworld and, when
:breaking to debugger when that happens and issuing call dumpsys just hangs
:dumpsys, too. I'd suspect something went wrong in the APIC_IO update, but I've
:no evidence of that.

    If you were not building with the APIC_IO option before then try using
    the loader tunable now to turn it off.

    hw.apic_io_enable=0
