[issue1169] Full path to ldconfig in /etc/Makefile

	Hi,

	It is still the case (at least on my boxes) that if you boot into
single user mode, mount the appropriate filesystems and run

make installworld
make upgrade

	the make upgrade fails because ldconfig cannot be found. A
workaround is to:

make installworld
export PATH
make upgrade
