[issue751] Generating usbdevs.h and usbdevs_data.h during build

There is no good reason (AFAIK) why developer changing sys/bus/usb/usbdevs has 
to take care of generating usbdevs.h and usbdevs_data.h and these should be 
generated during buildkernel.
