1.4.0 RC2: installer ignores request to make MFS partitions

Just downloaded 1.4.0 RC2 and started installing it.  In the
partitioning menu I deleted /var, /usr, and /home and set / to size
'*'.  I then switched to expert mode and for /tmp deselected
'softupdates' and selected 'MFS', then set the size to 64MB.  I
expected that this would create an MFS mount for /tmp, but it instead
created a standard UFS partition.

I tried again and repeated the same steps, except instead of reusing
the premade /tmp partition I deleted it and added a new one with
'Add'.  This also did not produce a MFS /tmp.
