For better laughs:

R. Grimes added it in 1994 with mode_t to the manual page and strmode.c, yet
with int to string.h.

And that was the initial 4.4 BSD import. o_O

NetBSD has it fixed (I am actually not surprised).  (Although living in
unistd.h)

OpenBSD has it int all the way, and strmode.c shows:

/* XXX mode should be mode_t */
