make.conf Re: ramfs, ports, and cvsupd

I meant my comment to be preemptive of this situation in make.conf

# /usr/ports/editors/vim
NO_GUI=

# /usr/ports/net/py-bittorrent
WITHOUT_GUI=

# /usr/ports/net/mtr
WITHOUT_X11=


Wouldn't it be nice to standardize, once and for all, say:
GUI=NO


I'm sure there are other parameters that could use the same name too.
Is it possible to push all but the most package specific parameters into
a unified, commented file?
