I just tested this (with the latest version) by manually disabling my
DHCP server, and trying to DHCP-configure the interface.  It times out
and fails after a while, but it still writes 'ifconfig_dc0="DHCP"' to
the target system's rc.conf.

I'll make the failure message more descriptive.
