:It is. But it is also used (unnecessarily) build NLS catalogs for the
:bootstrap tools and that's where it is bailing out.

    As an alternative we could implement a NO_NLS feature to the build.
    But I still think it's easier to simply support (as in accept and
    ignore) '-new'.
