 If tex-texmflocal-1.5 package does not exist, the answer is yes.
 tex-texmflocal 1.4 does not make the necessary directories
 for teTeX-latex2e.  It should be correct because I am the author of
 the ports ;)

 I do not know why, but this warning was eliminated at the source-code
 level.  I think something is wrong...jade itself, DocBook DTD, or
 catalog files.

 For example, I updated the jadetex port to 3.13 on 22 August, 2004,
 but you seem to have jadetex-3.12_1.  So packages you used are
 old enough.  Probably combination of old packages and new ports
 causes these vague errors.
