The NRL stack has a license that looks very much like a BSD license (see
below).
However, there are two problems. First, not being in the US I'm only allowed
to
download a version with the crypto parts ripped out. Second, the most recent
version I could find seems to be about six years old (December 1998).

Another publicly available IPv6 stack is that by INRIA, which seems to be a
bit
more recent (2000). However, the version I found it is lacking a license
file
and most of the source files don't have a license or copyright included in
them.
