Buildworld can't find platform.h anymore

WTH I'll try it and see if it works.
I moved config.h and code.h from the usr.sbin/named directory
into the include subdirectory and now libisc and named both
compile for me.  Whether libisc and named both *work* is another
question, and I'm not qualified to answer.
