Actually, in this case (swap-backed filesystem on /tmp) it's mount_mfs.
This specific issue has been addressed in RC2, but I guess we should try
to make it clearer that Configure an Installed System is only intended
(at least for the time being) for configuring a system that hasn't had
manual changes (like adding a swap-backed filesystem :) made to it yet.
