Some of it is just matter of copyright.

The UTF stuff is now taken care of and I will commit that later today.

You are the person who contributed the Belarus locales, do you have an
objection of them being under the general 3-clause BSD license DragonFly
uses? :)
Of course I haven't any. Go ahead. :)

P.S. that's what always puzzles me in open-source: copyright issues. :)
