Packaging has always been kept separate - that's not really a reason, but
more of a habit.  Pkg tools also never used to need to be upgraded.

They both write to /var/db/pkg, and frankly, you'd end up with a nightmare
of doubly-installed packages, since neither one would know of the other's
dependencies.
