ssh authentication

I've set up a new dfly 3.4.1 and followed the
instructions in the handbook:

File /etc/rc.conf

sshd_enable="YES"
ftpd_enable="YES"

File /etc/ssh/ssh_config

PasswordAuthentication yes

Unlike dfly 3.2 the  ssh_host_keys seem to be
created at install time.

When trying to connect from a win7 box via putty/FileZilla I get
"No supported authentication methods available (server sent: publickey)"

Are there other conditions which must be fulfilled for the connection.
