Once you login to KDE4, it sets environment variables to tell KDE apps
where to find all it's binaries.  You don't have to specify full paths in
the Run.. dialog, nor from terminal emulators like Konsole or Terminator.

It all "Just Works".

If you are not logged into KDE4, then you need to specify the full path to
the binaries.  But, if you aren't logged into KDE4 (nor running any KDE4
apps), then you're probably at the console ... where running KDE4 apps
would be kind of pointless.  :)
