trouble switching to dports

Yes, and?
cd /usr/ && make pkg-bootstrap

Well, there you go.
pkg 1.0 is not compatible with pkg 1.1 or 1.2
It's very old.  Where did you get it?

Remove it and either:
1) build from /usr/dports/ports-mgmt/pkg
2) install the bootstrap and let it update itself
