Well, you'll have to obtain the pkgsrc tree first via cvs, tarball, 
whatever.

Then you can bootstrap it:

cd /usr/pkgsrc/bootstrap
. /bootstrap
After this you should have the necessary package tools to proceed with 
pkg_radd, bmake and so on.
