comparing cvsup vs. rsync

Can you describe the bug?  I've been using cvsync for local copies of 
the openbsd source tree and haven't seen any RCS corruption.
It missorders revisions on branches.  CVS then fails to perform a annotate on those revisions (try something like 1.X.Y.2 or so).
