Yes, it is not.

The max-src-states, max-src-nodes, max-src-nodes, and max-src-conn-rate 
options were added in PF 3.7.

DragonFly 1.4 and 1.6 include PF 3.5. It is mostly PF 3.6, but there are 
some minor differences.
