Well, I'll just point out that not only do 99.9% of X installations run
on local machines and need that line, but also 95% of the users using
those X installations will have no idea that the Xservers file needs
to be modified or even what an 'Xservers' file is! So just about anyone
who is not otherwise told about having to modify the file will believe
    that xdm is broken.

Disclaimer: I have run X, but never on a server, and don't
expect to run it again, save for the few OS X apps I use that
are not native.

So perhaps I'm a 'disinterested third party'.

Accordingly, presuming that having the line present will result
in a 'graceful' fail if invoked on a headless server, then, yes,
it should harm none and help many to have it there to make an X
install as near 'turnkey' as possible, at least for the basics.

Detail configs & customization for later, of course.
